Story Line:  SPECTRE operative Emilio Largo hatches a nefarious plan to hold NATO hostage by seizing two atomic bombs from a Royal Air Force (RAF) Avro Vulcan strategic jet bomber during a training exercise. To execute Largo's scheme, SPECTRE agent Count Lippe recruits Angelo Palazzi to oversee the theft of the bombs. Assisted by SPECTRE agent Fiona Volpe, Lippe has Palazzi undergo facial surgery to impersonate French Air Force pilot François Derval, who is involved in the exercise. Volpe and Palazzi kill the real Derval while staying at the Shrublands health resort, only for Palazzi to demand more money. Volpe reluctantly agrees, ensuring he stays committed to their operation. As part of their plan, Palazzi successfully commandeers the bomber, killing its crew, and lands it in the shallow waters of the Bahamas. While Largo's men retrieve the bombs, Largo murders Palazzi for failing to uphold his initial agreement with SPECTRE.

British secret agent James Bond, recovering at Shrublands after eliminating SPECTRE assassin Jacques Bouvar, who had faked his death at his chateau, becomes suspicious of Lippe and keeps him under surveillance, discovering Derval's lifeless body. When Bond is summoned back to London, Lippe targets him for meddling in their affairs. However, before Bond can defend himself, Volpe eliminates Lippe for jeopardizing Largo's plot. Upon returning to London, Bond learns that all 00 agents are on high alert due to the bomb theft. SPECTRE demands £100 million within seven days, threatening to destroy a major city in either the United States or the United Kingdom. During a briefing, Bond recognizes Derval from a photograph given to agents, and requests to be assigned to Nassau, Bahamas, to contact Derval's sister, Domino.

Bond meets with Domino, who is revealed to be Largo's mistress when he visits a local casino. Both men recognize each other as adversaries and engage in a subtle power struggle while feigning ignorance. Following their initial encounter, Bond confers with his friend, CIA agent Felix Leiter, fellow agent Paula Caplan, and MI6 quartermaster Q. They provide Bond with equipment to locate the bombs, including an underwater infrared camera and a miniature underwater breathing apparatus. Investigating Largo's ship, the Disco Volante, Bond notices an underwater hatch that piques his interest. The next night, Bond visits Largo's estate but finds that Paula has been kidnapped and committed suicide before divulging information. Forced to flee, Bond evades Largo's henchmen during a Junkanoo celebration. Volpe catches up with Bond but meets her demise when he uses her as a shield, resulting in a henchman accidentally shooting her.

Suspecting the bombs are hidden nearby, Bond and Leiter search for the Vulcan and discover it camouflaged underwater, along with the deceased crew members and Palazzi. Upon returning to the island, Bond discloses to Domino that Largo is responsible for her brother's demise and persuades her to help search the Disco Volante. However, Largo catches her in the act and has her imprisoned. Meanwhile, Bond assumes the identity of one of Largo's men as SPECTRE prepares to relocate the bombs. He manages to discover the destination of one bomb before being exposed and left behind. Reuniting with Leiter, they call upon the U.S. Coast Guard and U.S. Navy to intercept the Disco Volante and its crew, resulting in an underwater battle to recover one of the bombs. Bond pursues Largo, boards the Disco Volante, and disrupts its course. He defeats Largo's men and confronts Largo himself. In a twist of fate, Largo gains the upper hand and is on the brink of eliminating Bond when Domino takes retribution, using a speargun to eliminate Largo after nuclear physicist Ladislav Kutze releases her. The trio narrowly escapes the sinking Disco Volante just before its destruction, and they are rescued by a plane equipped with the Fulton system.
